While the leader of the United National Party Prime Minister Ranil Wickremesinghe and his deputy Karu Jayasuriya hailed what the they called a victory of peace with the LTTE by an orchestrated political rally in Colombo, September 9, the Liberation Tigers of Tamil Eelam selected the day to appreciate their separatist “judiciary system” they were conducting independent of the government of Sri Lanka. BBC correspondent in Colombo, Frances Harrison said in a report “supporters were brought into the capital city by state run bus company , which cancelled many of its normal routes and some pro-government unions required their members to attend.” But the orchestrated “Peace rally” which the BBC correspondent said “with large numbers of Tamil plantation workers taking part” was hailed by Deputy UNP leader Karu Jayasuriya as a “turnout “ which, “showed that there was thirst for peace and unity in the South of the country.” Prime Minister Rail Wickremesinghe said it was traitorous act against the people to speak for racist politics.
In a separate news item announced over the Sinhala service of the BBC, the Sandeshaya the man who is in charge of what is called “Thamil Eelam Judiciary and Administration” Elayathamby Pararajasekeram alias “Para” said there were plans to develop the Eelam Judiciary further. He said the LTTE installed civil courts have so far heard 21, 000 cases and the verdicts of 18,000 cases had been concluded . According to him 3000 cases are pending in the LTTE courts. The Eelam criminal courts had according to him had carried out four executions on the convicted. Two of those executions had been done in public so the others could watch the killings the announcement said. Three out of four capital punishments had been given for sexual offenses and only one had been given for a conviction of a murder he said. According to the news item the LTTE is conducting a Supreme Court, an appeals court , four district courts and four magistrate courts in areas under their control.. The announcement said sexual offenders could get from 7 years imprisonment to a maximum punishment of death penalty. In the future death penalty could be replaced with life imprisonment, the Chief of the judiciary said. But he did not reveal whether the right to be represented by a lawyer was allowed under the Fascist government of the LTTE. Though the news item said that justice was administered under Eelam law it did not also say whether such laws were encoded in books. It was not certain why the LTTE chose day to appreciate the Eelam Judiciary run in defiance of the Sri lanka government on Ranil Wickremesinghe’s peace rally in Colombo.
