The official organ of the Janatha Vimukthi Peramuna said that the Ranil Wickremesinghe administration and the Liberation Tigers of Tamil Eelam were conspiring to by pass the practical difficulties of installing the much-opposed interim administration council with a pivotal role for the Tamil terrorist group by granting powers to two other administrative units under discussion. Niyamuwa, an official organ of the country’s second largest opposition party said that the Ranil Wickremesinghe government would attempt to overcome the difficulty of establishing the Interim Administrative Council, a pre-election pledge of the United National Party to the LTTE, by powers granted to the Joint Task Force and the committee to be appointed to withdraw the Sri Lankan security forces from the High Security Zones very soon. The official news website of the LTTE, the Tamil Net said that terrorist leader Velupillai Prabhakaran together with Anton and Adele Balasingham and Tamil Chelvam discussed the two issues with the visiting Norwegian delegation headed by Deputy Foreign Minister Vidar Helgesen in a two and a half hour meeting at Kilinochchi, in the rebel occupied region in the Wanni. President Chandrika Kumaratunga snubbed the Norwegian visitor by canceling a scheduled meeting with them at the eleventh hour. Political observers said she might have done it in retaliation against the Norwegian team’s wrong protocol in meeting a separatist rebel leader first and the country’s President thereafter. President Chandrika Kumaratunga is in conflict with the administration of Prime Minister Ranil Wickremesinghe about granting an Interim Administration with pivotal powers to the Liberation Tigers of Tamil Eelam. The President was not happy the way Norwegians were handling the peace process, sources close to the President were quoted as saying. But Prime Minister Ranil Wickremesinghe’s close confidante, Lands Minister Rajitha Senaratne hailed and appreciated the Norwegians “for fulfilling a tremendous task for peace.” The JVP organ said considerable powers would be granted to the two administrative units, the Joint Task Force and the committee to remove Sri Lankan security forces from the high security zones, to compensate the immediate difficulties created by the loss of opportunity for the Interim Council for the administration of the Northern and Eastern provinces. The People’s Alliance political sources said it had been proved beyond any doubt that the Ranil Wickremesinghe administration lacked a clout to muster a two third power of the parliament to pass an interim administrative unit bill that required an amendment to the constitution. Meanwhile the JVP organ listed the following reasons for granting compensating powers to the Joint Task Force and the Committee to withdraw security forces from the High Security Zones: (a) For an interim administration for the North and East with pivotal powers to the LTTE, Presidential consent was essential and it was not coming. (b) There was intense opposition among the Sinhalese and Muslim communities against granting the LTTE such powers. (c) The interim administration proposal has led section of the Muslim community in the Eastern province and elsewhere to demand a separate Muslim entity for the administration of majority Muslim areas in the province. The JVP organ said Ranil Wickremesinghe’s special representative Milinda Moragoda and Anton Balasingham had previous agreements regarding these issues. Meanwhile a separate statement issued by the politburo of the Janatha Vimukthi Peramuna said, “The UNP government with the collaboration of international traitorous powers is scheming to hand over the Northern and Eastern provinces to Eelam Tamil terrorism after merging them forcefully. As a vital step towards this betrayal the treacherous clique of Ranil Wickremesinghe, G.L.Peiris and Milinda Moragoda with the consultation of Western powers are getting ready to hand over the official administration of the North and the East to the Tiger terrorists who have not laid down their arms or their ideology of (separate) Eelam state through the creation of an institution called Joint Task Force. These treacherous powers intend having the center of this administrative structure in Trincomalee which also happens to be the capital of the mythical homeland of Tiger terrorists.” The Janatha Vimukthi Peramuna accused the Western powers, an obvious reference to the United States, of helping the terrorists to establish a separate state accepted by the international community. This, the statement charged, was done via the “puppet” regime of Ranil Wickremesinghe. The opposition party pointed out that a separate state could be carved out of an existing state under the Montevideo Agreement .It said, “One of the main conditions in the Montevideo agreement is authentication that a separate administration had been maintained for a considerable period. What Anton Balasingham, the theoretician and chief negotiator of the LTTE said in Thailand was that they only needed international recognition for their administration. By creating Joint Task Force alleging that it’s for the development of the North and the East and handing over its control to the Tiger terrorists would definitely endorse the claim that a Tiger administration existed in the North and the East.” The JVP accused that a hardcore terrorist, named Balakumar, a person engaged in the training of the suicide bombers had been appointed as the member of the Joint Task Force. The statement further warned once established the Joint Task Force would be able to seek foreign monetary aid claiming that was for the development. It said, it would be an opportunity for the Western powers, hell bent on the establishment of a separate state in Sri Lanka, to give money for the extension of Tiger rule in the Northern and Eastern provinces. The JVP said this would also provide an unsurpassed opportunity for the terrorist group to fulfill another condition of the Montevideo agreement that required maintenance of foreign relations for the establishment of a separate state. The statement said what exactly the Western powers were doing through the treacherous Ranil Wickremesinghe administration was to help fulfill certain conditions essential for the establishment of a separate state. Warning about a dreadful future for the motherland and future generations of the country the JVP said the need of the hour was to defeat the unholy alliance of Ranil-GL-Moragoda and Prabhakaran. The statement in no uncertain terms alleged the Ranil Wickremesinghe administration was betraying the country in the name of peace and said that the separation of the country was a certainty if the Joint Task Force was established.
